In St Charles Co MO there is a library worker in the children's book dept that is a cross dresser. This created a heated debate over the library's dress code (that the cross dresser as actually violating), so the council called for a public hearing. A huge crowd showed up. This is a conservative county in a blue state and clearly the majority of people that spoke were in favor of the male cross dresser. And those who did speak for both sides were of the same ilk, disrespectful, abusive, condescending and angry, it literally turned in to a circus and of course nothing changed.
This is what govt dose from DC to the local govt. if there is a divisive issues, lets have a hearing and let both sides testify and in the end nothing of any real value ever changes.
