The mark or emblem is issued by the man of sin the little horn, one of the beasts, the Anti-Christ to visibly show that the wearer of the mark is a follower (disciple) a worshiper of the Anti-christ and his claim to be the second coming of Christ and is bringing in the kingdom of God, Remember the term Anti-Christ in Greek is antichristos the instead of (or replacement Christ), imitation.

Behold, here is the Christ,’ or ‘There He is,’ do not believe him. For false Christs and false prophets will arise and will show great [o]signs and wonders, so as to mislead, if possible, even the elect. Behold, I have told you in advance. If there is no reference to the issuer be a guy who claims to be the second coming of Jesus with instead of (replacement) signs and wonders like Jesus did, it is not the mark of the beast.
Thus when he does come to overthrow this final world empire he will issue a totally different mark and promises freedom and deliverance from this terrible thing that is rising up before us all now and of course the whole world will run after him. What are they running from? What we are seeing forming now, somehting nobody wants.
