Yes they are men of military age, but they are coming like refugees with almost nothing. The most they could be is intel spies but without proper papers there is not much they can do.
It seems to me that just as in Russia, massive amounts of military age young men are fleeing into eastern Europe, the same may be true for China. Both groups are both fleeing almost universal conscription, but it's much harder to leave China than Russia. So you have this Chinese underground railroad.
