I grew up in the LA & SD area. We go back there most every year to visit family, it is defiantly a lot worse. I have relatives who have lived in SF for over a decade and it has really gone down hill.
I retired from police work about 11 years ago and still have contact with officers I worked with.
Everyone is afraid to get sued for even the slightest violation in judgement. So no one is doing anything aggressive and are blowing off as much as they can because they as well as many places are woefully under-maned. They can't find good candidates.
This is a perfect formula for what is happening clearly God's hand of judgement on this nation.

The streets of St. Petersburg are of the same level of cleanness that I saw in German cities, but slightly more littered comparing to Helsinki and Stockholm. The weak area is the walls of buildings. For some reasons, may be due to pollution or lack of funds to clean the buildings the walls are dirtier.

Only time I saw NYC truly beautiful, was in the '50s when pilots could make the Broadway approach to Idlewild at night, but that got stopped in '60, due to a midair over Manhattan. The interesting thing is that I visited Paris in '63,, and was stunned at how clean that city used to be; looks just like the rest I named now.
